I think the most important thing to expect from a Photoshop tutorial is that you have learned something new and can do something new by the end of it. I'm a design instructor and teach several design software packages including Photoshop and what I always tell my students is that they should be able to take what they have learned in a lesson or tutorial and apply that knowledge to other projects. Everyone can follow a step by step process but the really important thing is to make that extra step yourself and try it out on your own ideas. And that's my two cents!
